We are happy to announce that the Black Student Achievement Program is offering
another exciting full-day, four-week enrichment program June 24 – July 19, 2013.
The program will be located at Mt Hebron High School, 9440 Old
Frederick Road, Ellicott City MD 21042.The program is open to all HCPSS
students. Daily transportation will be provided at pre-determined sites. Our staff
consists of certified teachers and academic mentors. Lunch will be provided daily.
The cost of the program is $500.00 per student. Before & After Care, Tuition
Assistance, and Scholarships are available.
BSAP Summer Learning Camp – students entering grades 1 – 5
This integrated enrichment program provides exciting extended learning experiences
for students in reading, mathematics and science. Students will be exposed to skills
that are assessed on state tests and will also have opportunities to participate in a
wide range of enrichment experiences including art, drama, music, world languages,
health and fitness, and more!
BSAP Student Enrichment & Accelerating Achievement of Leadership
(SEAL) Program – students entering grades 6 – 12
This integrated program provides extended learning opportunities for middle and high
school students. Students will practice skills that are assessed on state tests and will
also have opportunities to participate in a wide range of enrichment experiences
including world languages, dance, drama, journalism, art and engineering.

You can access the BSAP Summer Programs Application and additional forms on line at or by asking your school secretary, guidance counselor, or BSAP Achievement Liaison for a copy of 2013 Summer Classes and Camps Catalog. This catalog has the all summer programs offered by the HCPSS.
Will before/after care be available?
Yes. Before/Aftercare for BSAP will be provided by Celebration Church located at

What is the cost of the program?
Full: $500
FARMS: $250
3 or more children: deduct $100 per family
Will partial payments be accepted?
Yes. The minimal amount that is accepted for an initial deposit is $50.00. Remaining balance will be split up into 3 installments. Tuition must be paid in full before a student can attend the program.

How would I qualify for scholarship or tuition assistance?
o Applicants need to demonstrate that paying full tuition would cause financial hardship (medical hardship, pending foreclosure, termination from former employer, or receiving unemployment assistance)
o Complete the Tuition Assistance Scholarship Request Form
o Submit appropriate documents as requested (i.e.W-2)
How are scholarships or tuition assistance determined?
The Scholarship Committee will review the letters and required documents of each applicant. Using federal and state guidelines all applications and documents will be reviewed and scholarships/tuition assistance will be granted accordingly.
How soon will I hear from the scholarship committee?
Applicants will be contacted within 2 weeks upon receipt of completed application and required documents.
Will I be able to get a refund if my plans change for the summer?
To receive a refund of summer school tuition, parents must submit their request on a Student Withdrawal/Refund Form, which is available at the Summer School Office located at the Department of Education. Student Commissioner Wanted for Human Rights Commission

ELLICOTT CITY, MD – The Howard County Human Rights Commission is currently accepting
applications for the position of Student Commissioner to serve a one-year term from July 1,
2013 to June 30, 2014 as a non-voting member on the Commission. The deadline for
applications is Friday, May 24, 2013 at 5 p.m.

To be eligible for consideration, candidates must be a student under the age of 18 years old, a Howard County resident, have an interest in human/civil rights and be able to attend the Commission’s meetings on the third Thursday of each month from 7 to 9 p.m. Applicants must submit an application and a brief essay telling why they want to serve on the commission. Applications are available online at

Interested students can also receive applications by calling the Office of Human Rights at 410-313-6430. All  completed applications must be mailed to: Howard County Government, Department of County Administration, Attn: David Lee, 3430 Courthouse Drive, Ellicott City, MD 21043. Eligible applicants will be interviewed by the Human Rights Commissioners. The selected candidate will be sent to the County Executive, who will then submit his recommendation to the County Council for confirmation.

The Human Rights Commission was established in 1969 and is composed of 11 voting members and one non-voting student member, all who must live in the county. The Commission’s duties and responsibilities are prescribed by law, and include recommending a civil rights policy to the County Executive and the County Council concurrently; the authority to make surveys and studies concerning human rights conditions and problems; and the authority to file a complaint when there is reason to believe a pattern or practice of discrimination exists. In Howard County, it is illegal to discriminate against individuals based on: race, creed, religion, handicap, color, sex, national origin, age, occupation, marital status, political opinion, sexual orientation, personal appearance, familial status, source of income, or gender identity. Eligibility Requirements
Qualified  applicants must be a high school senior, college student, and/or  between the ages of 18-25, pursuing studies at a vocational or trade  school. All applicants must be a US Citizen and complete the on-line application no later than the published  deadline date, which is May 31, 2013.
The  Shawn Carter Scholarship Foundation is unique in that it offers  scholarships to single mothers, children who attend alternative schools,  students who have earned a GED, students with grade point averages of  2.0 and students who have previously been incarcerated, etc. but desire a  higher educational opportunity. This group is generally not the  recipients of college scholarships and is typically ignored by the Board  of Education.
The Shawn Carter Foundation offers scholarship opportunities to any  under-served student across the United States who desires a higher  education. One of the key questions asked by the Foundation when  students apply for a scholarship is: What are your plans to give back to  the community?.

Congratulations to all the students who participated in 13th annual Chess Tournament!

On Saturday, April 27th, we held our 13th Annual Chess Tournament with the Black Student Achievement Program(BSAP) at the Saturday Math Academy at Oakland Mill High School.  82 children from elementary, middle and high schools in Howard County participated in the event.

There was stiff competition and many tight matches.  Everyone had a good time and especially enjoyed the awarding of trophies, medals and pizza…or should we say the eating of pizza at the Pizza Party held afterwards.

The Council has been partnering with the BSAP for over 13 Years in teaching children Chess and Critical Thinking, and have tutored around 150 children this year.

Special thanks to Elders Wardell Lindsay and Harvey Moran for their Leadership of the Chess Program and to Harriet Lee for the volunteers that made the year a success.
