We are happy to announce that the Black Student Achievement Program is offering
another exciting full-day, four-week enrichment program June 24 – July 19, 2013.
The program will be located at Mt Hebron High School, 9440 Old
Frederick Road, Ellicott City MD 21042.The program is open to all HCPSS
students. Daily transportation will be provided at pre-determined sites. Our staff
consists of certified teachers and academic mentors. Lunch will be provided daily.
The cost of the program is $500.00 per student. Before & After Care, Tuition
Assistance, and Scholarships are available.
BSAP Summer Learning Camp – students entering grades 1 – 5
This integrated enrichment program provides exciting extended learning experiences
for students in reading, mathematics and science. Students will be exposed to skills
that are assessed on state tests and will also have opportunities to participate in a
wide range of enrichment experiences including art, drama, music, world languages,
health and fitness, and more!
BSAP Student Enrichment & Accelerating Achievement of Leadership
(SEAL) Program – students entering grades 6 – 12
This integrated program provides extended learning opportunities for middle and high
school students. Students will practice skills that are assessed on state tests and will
also have opportunities to participate in a wide range of enrichment experiences
including world languages, dance, drama, journalism, art and engineering.

This catalog has the all summer programs offered by the HCPSS.
Will before/after care be available?
Yes. Before/Aftercare for BSAP will be provided by Celebration Church located at

What is the cost of the program?
Full: $500
FARMS: $250
3 or more children: deduct $100 per family
Will partial payments be accepted?
Yes. The minimal amount that is accepted for an initial deposit is $50.00. Remaining balance will be split up into 3 installments. Tuition must be paid in full before a student can attend the program.
How would I qualify for scholarship or tuition assistance?
o Applicants need to demonstrate that paying full tuition would cause financial hardship (medical hardship, pending foreclosure, termination from former employer, or receiving unemployment assistance)
o Complete the Tuition Assistance Scholarship Request Form
o Submit appropriate documents as requested (i.e.W-2)
How are scholarships or tuition assistance determined?
The Scholarship Committee will review the letters and required documents of each applicant. Using federal and state guidelines all applications and documents will be reviewed and scholarships/tuition assistance will be granted accordingly.
How soon will I hear from the scholarship committee?
Applicants will be contacted within 2 weeks upon receipt of completed application and required documents.
Will I be able to get a refund if my plans change for the summer?
To receive a refund of summer school tuition, parents must submit their request on a Student Withdrawal/Refund Form, which is available at the Summer School Office located at the Department of Education. The completed form should be submitted directly to the Summer School Office. For more information call 410.313.6627.
